The statue of Franz Joseph is located in a green area next to the Church of the Sacred Heart of Jesus and today's Gymnasium No. 5 (formerly II. k.k. State Grammar School or Liceul Marele Voievod Mihai, which was also attended by Paul Antschel/Celan and Immanuel Weissglas in the 1930s) on Myrona Korduby Street. The statue was erected on the initiative of Arseniy Yatsenyuk, then Speaker of the Ukrainian Parliament and a native of Chernivtsi (he was Prime Minister of Ukraine from 2014 to 2016). He laid the statue's foundation stone on 4 October 2008 to mark the 600th anniversary of the city's founding (Chernivtsi was first mentioned in 1408).
