Nevertheless, the association continued its work in the Waaggasse and gained some prominent members, such as the local councillor Naftali Tittinger. After a few years, however, the association fell into crisis and seems to have existed in this form and at this location only until 1894, when the local press reported that the association 'de facto did not exist at that time because it had found too few supporters' (Bukowinaer Rundschau, 19 September 1894, p. 2). On 12 September 1907, the Association was re-established at 12 Isidor Worobkiewiczgasse, and the President of the Province, Oktavian von Bleyleben, joined the Association as a donor. The local council provided 2,000 crowns. The association soon had 400 members, and by 1910 it had 870 (Bukowinaer Post, 3 April 1910, p. 5). At this time the association also had the task of providing clothing for the needy and possibly work for the homeless who were able to work. In 1907/08, the association recorded almost 7,500 overnight stays for people 'without distinction of sex, nationality or religion' and was able to distribute around 15,500 portions of food (Czernowitzer Allgemeine Zeitung, 28 February 1909, p. 5). Philipp Füllenbaum and Elias Kampelmacher chaired the organisation in 1914.
